Korea's Culture Nuri Card 2026: Apply by November 30, 6 p.m., Check Whether Your Card Was Recharged, and Spend the Balance Before December 31

공유

The Culture Nuri Card (문화누리카드) is Korea's annual culture voucher for low-income households. In 2026 it gives 150,000 won per person, and teenagers and people aged 60 to 64 get an extra 10,000 won, for 160,000 won. Two dates are left this year: new cards and recharges close on Monday, November 30, at 6 p.m., and the money has to be spent by Thursday, December 31. Whatever is left on the card at the end of the year does not carry over.

There is one more thing to check this year. The automatic recharge rule changed. Until last year, anyone who had used the card even once got the next year's money loaded automatically. For 2026, the money was loaded automatically only for people who had spent at least 30,000 won in 2025. If you are assuming "it must have come in like last year," your card may be sitting at zero, and the deadline will pass without you noticing.

Everything below was checked on October 23, 2026, against the official Culture Nuri Card website (www.mnuri.kr, run by Arts Council Korea) and announcements from the Ministry of Culture, Sports and Tourism on the government briefing site. The order is: who qualifies, how much you get, whether your card was loaded, how to apply before November 30, where you can use it, how money disappears in December, and how a family can combine balances.

1. Who qualifies

The card is for basic livelihood security recipients and near-poverty (chasangwi) households, aged 6 and over — in 2026, anyone born on or before December 31, 2020.

  • Basic livelihood recipients — people receiving the livelihood, medical, housing, or education benefit, including conditional recipients and residents of protective facilities.
  • Near-poverty households — this includes near-poverty self-sufficiency workers, people receiving the disability allowance or the disabled child allowance, people receiving the additional disability pension payment (excluding those above the near-poverty line), people eligible for reduced medical co-payments, low-income single-parent families, holders of a near-poverty certificate, and the other household members of a student receiving the education benefit.
  • It is one card per eligible person, not one per household. If all four people in a household qualify, that is four cards and 600,000 won in base support alone. If you are not sure whether your status counts, your local community center (jumin center) can check it when you apply.

    2. How much you get in 2026

  • Base amount — 150,000 won per person per year, up 10,000 won from 2025.
  • Extra 10,000 won for teenagers — people born from 2008 to 2013.
  • Extra 10,000 won for people approaching old age — people born from 1962 to 1966.
  • The extra amount has its own budget, and the official notice says it can close early when that budget runs out. The base amount can also close before November 30 if the budget for your registered city, county, or district runs out. Applying early is safer than waiting for the last day.

    3. Check whether your card was loaded this year

For 2026, the automatic recharge had two conditions:

  • You spent at least 30,000 won of your support in 2025. (Until last year, using the card once was enough.)
  • You still qualify in 2026.
  • If you met both, 150,000 won (160,000 won with the extra amount) went onto the card you already have, without any application, and recharged holders were to be told by text message at the end of January. If you spent less than 30,000 won last year, never used the card, or your card expired in January 2026, you were left out of the automatic recharge. You can still get this year's money by applying yourself, as long as you qualify.

    Ways to check your balance:

  • The Culture Nuri Card website (www.mnuri.kr) → Card issue / balance check → Card usage history and balance
  • The Culture Nuri Card mobile app
  • The customer center at 1544-3412 (weekdays 9 a.m. to 6 p.m., closed 12 to 1 p.m.)
  • Your local community center
  • If this year's support is not on the card, request a recharge or a new card before 6 p.m. on November 30 using one of the methods below.

    4. How to apply before November 30, 6 p.m.

At a community center — you fill in an application, the center checks your eligibility, and you receive the card on the spot. This is the quickest way to have a usable card in hand.

On the website or app — you go through an eligibility check and identity verification, then choose how to receive the card:

  • By mail — sent by registered mail, taking 3 to 5 business days (1 to 2 weeks if it is returned). When it arrives, you must complete receipt registration on the website or app, and the card works 2 hours after that.
  • Pick up at an NH Nonghyup branch — for new cards only. You can go with your ID about 2 hours after applying. The site recommends calling the branch first to confirm it has cards in stock.
  • By phone (ARS) at 1544-3412 — recharges only. You must be 14 or older, with a card valid through 2027 or later and a mobile phone in your own name. Residents of welfare facilities cannot use it, and among budget (MVNO) phone plans only those on the LG U+ network work.

Three things to know before you submit:

  • Once an application is submitted, it cannot be changed or cancelled. Double-check your address and phone number.
  • You cannot request a reissue within 10 days of applying for a card.
  • November 30 is a Monday and the cutoff is 6 p.m. If you apply by mail at the end of November, the card will only arrive in December. Picking it up at a community center leaves you more time to actually use it.
  • 5. Where you can use it

The card works at about 35,000 merchants nationwide in arts and culture, domestic travel, and sports: cinemas, performances, exhibitions, bookstores, musical instruments, lodging, theme parks, travel transport such as trains and buses, sports facilities, sporting goods, and professional sports games. It cannot be used to buy everyday goods at convenience stores or regular supermarkets.

The government's announcement lists these discounts (they can differ by merchant):

  • Movies — 2,500 won off the ticket price
  • Major bookstores — 10% off books
  • The four major professional leagues (baseball, soccer, basketball, volleyball) — up to 40% off tickets
  • You can also use it online: register the card in a simple-payment service such as NH Pay or Naver Pay, and you can pay without the physical card. To find places that accept it, use the offline and online merchant lists under the "Use" menu on the website. Holders can also request sharing tickets donated by arts organizations, up to 3 times a month and up to 4 tickets per person.

If the support runs short, you can top the card up with your own money and keep the same discounts — up to 300,000 won at a time and 2 million won a year.

    6. What happens to the balance after December 31

The support does not carry over. Last year's closing notice said payments had to be completed by 11:59 p.m. on December 31, and that unused support was automatically returned to the state after midnight. Once it is returned, it cannot be restored.

Money you loaded yourself is different. Your own top-up can be refunded or carried into the next year.

    7. Four ways money disappears in December

These come from last year's (2025) closing notice. The 2026 closing notice has not been posted yet, so check the notices on the website again in December.

  • Cancellations after December 20 — if you cancel on a different day than you paid (including partial cancellations and exchanges), it can take 3 to 5 business days or more for the support to return to the card. For example, if you pay on December 24 and cancel on December 29, the money comes back after the year has ended and is returned to the state. In late December, avoid buying anything you might exchange.
  • Booking next year's plans with this year's money, then cancelling — if you use 2026 support to book something that happens after the year ends (a performance, a train or express bus ticket, lodging, a tour package, a sports ticket) and then cancel on or after January 1, that amount is returned to the state. This also applies when the cancellation is caused by something like a cancelled flight or by the merchant.
  • Transport refunds — for trains and intercity buses, even a same-day cancellation is not refunded right away. Pay for year-end travel only once your dates are fixed.
  • An expired card — if the card's expiry date has passed, it will not work even with money on it. If a payment is declined, check the date on the front first. Online and app reissue requests for using this year's support close at 11:59 p.m. on Tuesday, December 15. If your card number starts with 9463-17 (issued through a local Nonghyup cooperative) and the card is lost or damaged, it can only be reissued online, not at a community center.
  • 8. A household can combine balances onto one card

If several family members are heading into December with a little left on each card, the website has a household balance merge service under the card issue / balance menu.

  • Only members of the same household on the resident registration can merge. Residents of welfare facilities and foreign household members cannot.
  • Only government support is combined; your own top-ups are not.
  • Each card must already have this year's support loaded and its receipt registered.
  • You can apply once a year, and once merged, the cards cannot be split again until that year's usage period ends.
  • Some merchants limit how many people can get a discount per card, so check before merging if several people will use it together.
  • Twenty or thirty thousand won on each card is roughly a movie ticket apiece. Put together, it can cover a night of family lodging or a performance.

    9. Things not to do

  • Do not give away or sell the card. Even posting it on a secondhand marketplace app counts as misuse: the card is suspended and the holder cannot be issued one for the next two years.
  • Report a lost card right away. Because support is loaded onto the card automatically, someone else could spend it. Report it to the NH Nonghyup Card customer center at 1644-4000.
  • Summary

  • Application deadline — new cards and recharges, Monday, November 30, 2026, at 6 p.m. (earlier if your area's budget runs out)
  • Spending deadline — Thursday, December 31; unused support is returned with no carryover (your own top-ups can be refunded or carried over)
  • Amount — 150,000 won per person; 160,000 won if born 2008 to 2013 or 1962 to 1966
  • Do this first — check on the website or app whether this year's money is on your card (this year's automatic recharge went only to people who spent 30,000 won or more in 2025)
  • December traps — cancellations after the 20th, bookings for next year, expired cards (online reissue closes December 15)
  • Small balances — merge same-household balances onto one card (once a year)
  • Basic livelihood households may also be able to get Korea's winter Energy Voucher for heating costs, with applications open until December 31 (there are separate conditions on who is in the household). See Korea's Energy Voucher 2026 guide for who qualifies and how to apply.
